Not sure if this is old or new tech, but it is pretty cool - seems like a slick way to get the effect of some of the Bing moving pictures. It's a tool that helps you create a movie file (or animated gif if that's your thing) that contains partial moving video and partial still image.

Check out the link above and you can see a couple of examples that may give you some ideas on possible uses.

It's Windows 7 only, which limits the user base somewhat, but the output is very compelling and has great promise.
