Washington Park Rose Garden is a good bet. Huge rose garden with arches and gazebos and such. There are still flowers that late (Portland is the Rose City, after all) Free to the public. There is a very nice Japanese Garden with very nice settings. There is a admission charge for that one. Not as flowery but still very nice. Come to town early and check it out. Washington Park is worth the visit, even without the wedding party.
