That's what I thought. But it definitely was not a pea-shooter. I was real close, 28mm lens, and wished I had hearing protection.

It appears that he is a historical re-enactor shooting a black powder firearm. These are often loaded with powder only - no projectile.
Still, he probably shouldn't aim in the direction of the observers.
