Making still-life "Live"

I posted this in "finishing school" and haven't received any responses as of yet. My question is I'm looking for a program that will allow me to make my still images "talk, eye reactive, etc.". A coworker had a friend of a friend of a friend that had made a short video from a picture of her dog where the dog actually "spoke" and his head and eyes reacted accordingly. Yeah, its silly I know but I've had a request to provide one as a gag gift for a wedding couple and I have no idea where to start. Any information would be much appreciated. Thanks so much!

    It sounds like you need to start compositing video over stills - or animate if you decide. Most NLE's can do this. Just take the still image of the dog, then animate the eyes and mouth as needed. Tons of work.
