Code tags enable HTML. Is this intended?

What exactly do these do:
 <img style="width: 605px; height: 800px; float: left;" alt=""
        src="http://rutt.smugmug.com/photos/36995191-L.jpg" hspace="10"
        vspace="10">

Looks like it enables HTML within the code tags. From stuff you guys have posted, I doubt this is what you intended. A bug? Feature?
If not now, when?
