I have no way to know exactly what methods those photographers are using, but one way to accomplish something similar is to use "drag shutter" (basically just choosing a slow shutter speed) for ambient light and then adding second-curtain-flash on the subject(s). (This is accomplished in the camera and Photoshop is not necessarily required.)
