What technique is used to get these video-like shots

I am shooting a waterfront hotel and the client requested a technique seen on the homepage of this site:
http://www.postranchinn.com. Any clue how this is done? Video, time lapse? It does not appear on IOS device FYI

    Wide angle, video. Looks to be somewhere between 14 and 24mm in the various shots. Looped in a video application. Each video seems to be about 10-25 seconds long and played back either faster or slower than normal.

    Really not a lot to it...

    Some of the segments appear to be using selective motion and still images.

    One way to accomplish this is to "grab" a still frame for the upper layer, then create a transparent region to reveal a moving video beneath. The segment with moving flames in the fireplace but motionless waves in the background, is one example of this effect.
