how to create a translucent strip behind my logo and navigation bar

I want to make a translucent bar for my web site, like the picture above. a translucent strip behind the logo, navigation bar....
because my logo and navigation bar disappeared with some similar colour background images. I need to make it standout a bit more

    You can add this by editing your Theme. To do that:

    1) Click Customize > Content and Design
    2) Click the Entire Site heading
    3) Click the Theme tab
    4) Click the wrench icon to edit the current theme
    5) Click Advanced
    6) Under Site Section Colors, you can set a header color here, and then set the opacity slider beneath that to set the amount of transparency you want.

    Publish the changes when you are done.
