Search result display to Newest and not Photorank. Why can't I change that?

I'd like to change the search result display default from PhotoRank to Newest. That option, or the option to remove photorank altogether, was possible previously, and has been removed. I'd like to understand why, and why content creators do not have control over our default search settings?
