Got this from LA group I recently joined:

Bottom line: people with pro-looking gear may be charged heavily..:dunno

    We have that here if its an aboriginal declared sacred site. Therefore if its a nice place ..you pay. If its dull & boring..its free.

    I'm sure they can't charge tourists with DSLRs $150 to shoot pretty pictures.

    I had to pay a fee to shoot a doc on Mt. St. Helens. This looks like it's for commercial applications, not tourists.

    This has been a hot topic on nature sites for quite a while and its very misunderstood.

    National park service and Bureau of Land Management are different but have similar rules

    The important parts, which is in the first link:

    (c) Still Photography.--(1) Except as provided in paragraph (2), the
    Secretary shall not require a permit nor assess a fee for still
    photography on lands administered by the Secretary if such photography
    takes place where members of the public are generally allowed. The
    Secretary may require a permit, fee, or both, if such photography takes
    place at other locations where members of the public are generally not
    allowed, or where additional administrative costs are likely.
