The OpenGroup Conference in Cannes

In the fall of 2002, Charles Richmond was invited to the Open Group Conference in Cannes France
to give a presentation on the use of Token Bucket Regulation to control bandwidth and QOS (quality
of service) of WAN (wide area network) based VOIP (voice over IP)
