layers question

can anyone tell me why If I take a 4x6 photo rgb/8bit and paste drag and drop it onto a new blank 4x6 with the same attributes. they are different sizes. Shouldnt they be the same size?

    They should be, unless the resolution values are different. Look at
    Image->Image Size in both images to verify that Width, Height, and
    Resolution are the same for both.

    What matters is the number of pixels, not the labeled size or dpi. If you drag a 2000x3000 image over a new blank 2000x3000 image, they will be the same size. Photoshop is a pixel editor and the labeled size is just a piece of external metadata, not a fundamental property of the image.
