I would start with my 12 images, and adjust them all for the size and image dimensions needed in the final composite, and save their files.
I would then make a new image that is dimensioned in the final size desired, and then begin to drag in the images needed into their positions one by one. You can use the grid to help position the images. Add the text for the calendar in the center, and bingo, you're done.
