Hanging out a car with a camera and the law

Was wondering about this and wondering if anyone knows the answer (which probably is location-specific anyway, since it involves traffic law). When doing car-to-car photography, which I have done exactly once, the photographer is going to have to point a camera outside of one vehicle while photographing the other vehicle. When I did this it required my seat belt be off (fine for back seat passengers) and at least part of my body hanging outside the window.
Aside from safety concerns, which should not be forgotten, I'm wondering if anything about this is actually illegal? Because if so it will influence which roads (i.e. how patrolled are they) I attempt this on again.
Anyone have any stories or knowledge on the subject?
