I snapped some pictures of a dragonfly flicking it's tail in water. My research suggest this might be the female flicking it's eggs onto creekside plants.

I don't know either, possible that it "drawers" were riding up a bit?

I have had confirmation this is laying eggs. The eggs get caught in the droplets and then land on the creek and plants.
