Help! Identification Please...

So, maybe I am just lazy but a few hours with my guides and the net returned nothing on this bird. Shot at Back Bay NWR in VA Beach, VA today. The shots are not great - he's outside the useful range of the 135mm zoom I was using at the time. But he had a very unusual, ungainly flying pattern, especially compared to the graceful gulls & pelicans I'd been looking at all day. It almost seemed a miracle he was airborne.
Anyway - if you can help, it would be greatly appreciated. My only guess is that its an immature pelican.
