Is there a way to make a RAW file available as a digital download?

Here's my story:

A customer wanted the raw file, so I made up a passworded gallery with the "original" size of a digital download the only purchase option available. They were able to purchase and download the file, however it was a JPEG and only about 300 KB. Obviously, not what the customer wanted.

Here's my workflow:

I opened the Nikon camera raw (NEF) file, did some minor correcting and uploaded via PS Elements through the editor before closing the files.

After the customer contacted me about the files small size, I noticed the files were .PSD files when uploaded. I suspect this may have caused the problem. Should I have saved it as a RAW file after editing and before uploading?

I'd appreciate it if someone could list the steps to take to make a RAW file available as a digital download, if possible.

    I don't believe you can sell RAW files as digital downloads. If you set up the SmugVault account, you can store actual RAW files with your account (at an extra cost), but even then, I think they are only accessible to the account owner. Here's the Smugmug page on SmugVault.
