A friend of mine has a 100 to 400 L, and while on his trip he took picture that show the horizon off level......When you magnify motion is increased .....Does this also stand true for the horizon in a picture ???? Is the slop of a picture increased because of more focal length ?????

No. A one degree rotation of the camera compared to a level horizon will show as 1 degree whether you have a 10mm lens on or a 400mm lens on. Rotation in that direction is not magnified.
