    Just a guess...but it looks like people waiting for a sunrise or sunset at one of the observation points. It can get a little crowded there.

    I went this past July (some of my shots are in the landscape thread), and took something kind of similar while waiting. The 'scene' can be more interesting than the sunset itself!

    On the South Rim they typically have Native Americans performing at the Lodge. Its cool to watch.
