There was three different types of lights on the stage. One for the podium, one for the seat behind the podium and one for the crowd behind them. It was enough to give a guy fits and throw off the WB.

The WB seems to vary a bit from frame to frame also. Short shutter speeds with cyclic tungsten lighting, perhaps?

One might thing (as I did) that the lighting engineer would have been told to consider that people would be taking picture and to do the best they could to get the light temperature somewhat the same from place to place. But, I don't work in the political arena so what do I know?
