Probably a dumb question, but is there any way to resize a video clip from a smaller format up to 640x480 ?

Yes, you can upsample the resolution but I have never seen a video that looked any better at a higher pixel count. It usually looks much, much worse.
The singular exception is a video that has "static" subjects in it. A surveillance video camera source may be "stacked" and enhanced to provide detail on non-moving elements of the video. (The following description does not enhance the video. A different technique is required for static subjects.)
For general use if you want to try increasing the format size, just to see the effect and determine suitability, try the method here (Windows):
Start with an AVI file that plays on your computer. (That insures that you have the appropriate AVI codec on your machine.)
Download and install:
HuffYuv codec
VirtualDubMod
MSU Deblocking v2.2 filter and MSU Denoiser v 1.6.2 filter
Open the AVI using VirtualDubMod.
1) In VirtualDubMod:
Video - Filters - Add - and add both MSU deblocking and MSU denoiser.
2) In VirtualDubMod:
Filters - Add - resize. Enter New Width: 640. New Height: 480. Filter Mode - select Lanczos3. (If 640 x 480 is not the same aspect ratio as the original video, you may want to change these numbers to more appropriate.)
3) In VirtualDubMod:
Video - Compression - select Huffyuv codec. Set Huffyuv to 'Field Threshold = 480.
4) In VirtualDubMod:
File - "Save As" - Avi and save out the new file.
You may also need the video converter "Super" to convert your original input file into the AVI input file for VirtualDubMod and to convert the output AVI into your distribution file format.

BTW, Super alone can upres the file but the above process is usually superior in quality.
