Depending on your neck of the woods it may also be called a leaf hopper
Like Phil said they come in many colors. Here's one from my neighborhood for comparison. They also come is some very vibrant colors in other locations.

They are ugly looking little critters those leaf hoppers.
I wonder why they have such broad heads.
