Customizing gallery functions

Things seem to be changing around here. I seem to remember it being very easy to go in and make changes to the way a gallery functions, public/private, downloadable/notdownloadable, etc. Now I can't seem to get in anymore. The help page says that "tools" has been moved to the top of the page next to "Add Photos", but the menu bar that appears in the help photo, does not apear in my gallery pages, even when logged in. The "tools" menu option on my home page does not have a lead to gallaries.. What am I missing? Is my customization hiding this new menu system in the gallaries??

In your theme change this

#breadcrumb { display: none; }

to this and see if the buttons show.

.notLoggedIn #breadcrumb { display: none; }
