Why can't I arrange the order of my galleries?

One of the sites that I administer (http://troop37.smugmug.com - site is password protected) is having an issue with arranging galleries in a category.

When I'm logged in, on my home page, I can arrange the order of the categories. I see this:



But, when I open one of these categories, I don't see any arrange options in order to put the galleries in the order I want. I don't have any CSS on this site, so it's not like they are being hidden. This is what I see and there are none of the usual controls for arrange the order of the galleries. Can anyone explain this?



On a completely different site of mine (http://friend.smugmug.com), I see the expected controls for ordering the galleries in a category. Why is this not present on the troop37 account?

What happens if you toggle to display by galleries temporally? Does a cat
with only galleries then show the arrange?

Thanks for the idea, but that wasn't it. I figured it out. If you have your home page set to "Most Recent", then you don't get any options for arrange categories or sub-categories in the categories. Apparently the homepage option is global. If I changed my home page to "Position", then the arrange options show up in categories.

That's too bad. I want the home page to be Most Recent, but I'd like to manually arrange categories. It's also pretty obscure UI to know how to fix this.
