This is semi hypothetical.
You accept a job to cover an event and provide 100 finished images.
You shoot the event with dedicated shots per your agreement, and finish with roughly 200 snaps of the shutter.
You go back to your office/home and go through the editing process. Provide your clients with their 100 pics and they are happy, and pay you.
Then out of the blue, they ask about the "other" shots not provided. They are not interested in the out of focus, or exposure issues, but the outtakes.
The photos where eyes are closed, someone is yawning, picking their nose, whatever.
They offer to pay the average price of the prints in the original package. Same basic editing, cropping, color correction but want the outtake shots.
Other than shots where people are not captured in their finest moment, there is nothing wrong with the shot.
Do you sell the additional images and not worry about it?

As long as the shot cannot be used to defame or hurt anyone then I would say it can be sold......maybe they are wanting to use some for light hearted fun / joke type stories in news letters ......but noting to cause any harm...........should be ok
Yes. I know some frown on this, but I will always sell a CD of the entire shoot to a client. I make it very expensive, explaining that I basically lose any future print orders, but if they're willing to pay, I'm willing to sell.

There are always culls in the batch despite what the photographer can do. People sneeze, move, turn their head, scratch their butt, the list is almost endless as to what a person can do while getting their picture taken. Candid shots have an even longer list.
While capturing someone sneezing isn't going to keep them from running for office one day, but it may not be something that the person wants in the company newsletter either.
When I meet with a client, we discuss how many images they will get at an agreed upon price. Any additional prints that may be ordered are great, but I do not concern myself with this. My package is for my time, editing, and delivering a finished project.
Often I will double the exposures needed simply for editing purposes. Just because I may take 200 pics on a 100 shot contract doesn't mean that they will get 200.
There are occasions where I will upload the images to my site and allow the client to choose which 100 images they want, and that is fine if agreed upon in the contract. The other images may be purchased through the site at a rate discussed prior.

let's return to the "old" days of film.
photographer shoots one, two, three rolls of film (whichever is agreed to in advance)
after the shoot photog develops film and creates contact sheets of all shots.
photog pre-marks CS with red grease pencil to indicate bad shots, OK shots, good shots.
photog and client sit down with a loop and go through all shots. client makes final decision.
if they like the "bad" shots, so-be-it. they're paying for the prints they request.

ABSOLUTELY EXCELLENT POINT.......where to get grease pencils now.....still great to use on theatrical gels...........
Scrapbook stores- they use them to draw the line before cutting and rub it off afterwords.
