Photo uploads

I have in the past uploaded photos to different forums. Today l tried to do the same with no luck. When l click on "attachment" then select the file, a message says, "Your file of 281.5 KB bytes exceeds the forum's limit of 146.5 KB for this filetype. Now l know there are photos that exceed 146.5 KB. on all forums, what am l doing wrong:scratch. Any help is greatly app., Thanks Ernie
