Brian - it is a parasitic wasp quite common here. The delightful character paralyses its prey, and then drags it to its nest where it lays an egg in it. When the egg hatches, the unfortunate victim is eaten from the inside out.
Thanks for the comment Phil, I agree re the focus. I had one land within a foot of where I was sitting today and it just sat there, which is unusual as they're usually always on the move. As you'd expect when this happens, I didn't have my camera with me. Next time.
