A polarizer won't do you much good if you're standing facing the sun. They work best when you're at a 90-degree angle to them. However, if you're looking to lift the reflection off the water and get some clarity, then yes they might.

Schmoo is absolutely right.
Also when the Sun is that low on the Horizon it almost doesn't matter which direction you look, a CP filter won't help much.
You could try multiple exposures and stack them to increase dynamic range, to get some of the highlights of the sun back on the second shot. The first one is perfect as is.
