Wasp queen ?

Found a wasp yesterday (first colonial wasp of the year), but it was behaving very oddly, looked like it was drunk. Not sure if it had only just woken up or was ill. AFAIK it should be a queen at this time of year but didn't look like one (not big enough).

The experts suggest it had only just woken up - takes them a few hours to get things back together

Has been ID'd as a common wasp queen- Vespa vulgaris.
