This is, I believe a Ouachita Map Turtle, fairly uncommon in Oklahoma. This photo was taken after a major fish kill in Lake Texoma a few years ago. The fish kill was attributed to a Golden Algae bloom, which severly depletes the oxygen levels in the water, slowly killing the fish. Thousands of fish died, causing great concern among the local Striped Bass fishing guides. Fortunately we have not experienced another major fish kill since.
