Either a Peregrine or a Merlin depending on size but the hood gives it the look of a juvenile peregrine as mentioned earlier by 2H

I vote for peregrine. Merlins are much more compact. Beautiful photo..

Thanks All for your Input

Local expert consensus is that it is a misguided Juvi Peregrine.
He/She has been here now for at least 3 wks.

There are no adults close by or of course any nesting pairs.

This area that I've been shooting in is along the Pacific Flyway,
so most birds, including Raptors are migratory in nature.
