Soft 70-200 f/2.8L IS?

So I've shot this lens before and it's amazingly sharp. However, I recently rented this lens from borrowlenses and took a few shots Saturday with it. I took probably 400 shots with it, almost none of them were sharp, at all. Specs were ISO 100, ranging from f/2.8-f/11, 1/200th-1/4000th... I had distance to subject ranging from 2'-1000'. From still, inanamite objects, to birds in flight.
The first lens I rented was from a local place, and I used my cheap sunpak UV filter on it and they were great. This copy has a UV filter of a different brand that I've never heard of. Don't know how much that has an effect. Anyone got any ideas? I wanted to post here before I contacted borrowlenses about the issue.

It would be sharper.
I'll try that. But at that point...what's the point of IS? I know not to use IS when mounted on a tripod, but when handheld..., especially when you're at 200mm...You kind of have to almost, when you're at shutter speeds of say 1/100th - 1/250th (ish).
