There is no blending tool. There's a pop-up of layer blending styles. Right click on a layer and the second option down on the drop-down is Blending Options.
If it's a text layer, you can choose the options for how the text appears. If it's an image layer, you choose the option for the entire layer. There is also a box in the top tool bar labeled "Mode". This is the blending mode for the layer.
