Need simple/free photo backup utility

I will be buying two external HDs to store parts of my photo collection. I am buying two of the exact same drives and will need to mirror them, sort of a ‘soft mirror.’ I do not have a program or utility that can do what I need and no hardware raid. Looking for a program that can:
-Detect when both drives are on. If new material is found on drive A then copy new content to drive B. Maintain same filename and folder structure.
-Perhaps an exclusion list so I can opt out selected folders from being copied over.
Any of you folks know of a program or utility that can do this for free?

Check out SyncBack. They offer a free version that should cover basic needs. I use the $30 version and it is great.
A free, non-commerical application to look at is DeltaCopy http://www.aboutmyip.com/AboutMyXApp/DeltaCopy.jsp . I've used it. It's more backup than mirroring oriented. Aspects of configuring your backupset are definitely not intuitive, but it gets the job done.
