upsizing image

My wife has a small picture that she scanned in a while ago. Pretty rough shape and I did what I could in Lightroom to pretty it up. She is happy with the results but the size is really small.
I know I have heard of programs that can upsize photos. Just know nothing about them. So some help would be nice.

She would like this photo, shown full size, large enough to print a 5x7.

I would suggest rescanning before resampling.

A rescan is not possible. We do not have a copy of the picture.

Situation of making the best with what we got.

Likewise I have gone about as far with the recovery of the picture as I can. Believe me the original scan looked much worse then this.

Fair enough, that was not clear from the OP.

It will need further spotting and perhaps noise reduction in the darker tones that do not contain key detail, before resizing up (or after if you prefer).

With the size and quality of the original, I don' t think that you would get significantly better results using third party resizing software over native Photoshop methods. Most of these resizing apps/plugs come with a demo or time limited trial, so it is easy to test and see for yourself.
