I use Photoshop Elements now...
Well that is an interesting question. The first thing is if you are using a Mac or a PC, I am going to assume PC because most Mac people use iMovie and iPhoto for that so I would not expect the question normally.
I have tried several different programs on the PC for doing this. The one that I use now is Photoshop Elements (this is available for the Mac too BTW). It works really really well and gives you a ton of control over the photo slideshow. You can do the Ken Burns effect for pan and zoom really well etc. You can see one of my shows on youtube at http://www.youtube.com/watch?v=2dhPi3SyXsY if you want to take a look at one.
You can use Windows Movie Maker and it does a pretty decent job too. You will not be able to do pan and zoom, but you can add different transitions and adjust the length of individual photos in the movie. I did a tutorial on youtube for using WMM http://www.youtube.com/watch?v=sLd8d-2UQmY that you can check out also. The quality of that video is not the best. It is before I started doing HD youtube videos (long story).
Oh, BTW, if you have kids in school they can get Photoshop Elements for like $69 or something like that from http://www.academicsuperstore.com/ on an educational discount as long as they are not using it for commercial purposes.
There are other software packages on http://www.download.com/ as well. I have tried several. Most of them are trial software where there is a cost to use it after the 30 days. Some of them are cheaper than PSE, but not by a lot.
