I wanna make sure I have this right cause I don't think I do. Is the IS on when it is in the I position or when it is in the O position?

Think of it as a ZERO and a ONE. ZERO means NOTHING, so NOTHING is happening.

Gary - Just hold the shutter half way down, and look through the lens and you will quickly know which is IS 'on' and IS 'off'. The IS mechanism makes a litle noise you can hear, and you can easily see the image stabilize when the IS is on. :
