No luck on seeing what it was. It seems too small to be a Mud Dauber nest (less than an inch wide), but it has to be some sort of wasp.

Perhaps a solitary bee nest?

I did a little research the past few days. It appears to be a Potter Wasp. Supposedly, they are not aggressive, so I my try to get it if I can be there when it is.
