resize for avatar

Ok I give up I have tried everything I know to resize my avatar I'
m now @ 72x72 pixels by 72 resolution and quality of 7 in photoshop and it still comes out at 31 kb and is refused .whats up. I can't see why it wont upload it says it has to be under 80x80 pixels or 19.5 kb which ever is smaller. help and Thanks

make it 80px by 80px and use photoshop's Save For Web feature.
