Can't join a community

Hi a friend of mine is trying to join my Cool Photo Ops community but for some reason doesn't see "join community" when she goes to the community page. She was logged in to Smugmug and I even had her try logging out and logging back in and going back to the community page but she never see's "join community" Does she have to change some settings in her control panel to be able to join?
