Fill Flash on Canon 20D - Help

Ok I need help. lol
I may be over thinking this one.
Using Canon 20D with 24-70 Canon 2.8 L lens.
Set in AV mode.
I want to use fill flash indoors and I hit my button to force the flash to pop up. BUT, the flash is not firing?

It does flash in auto mode so I know the flash works. What did I set wrong???
Thanks in advance. This would be a huge help as it would open new avenues of images in doors for candid model shoots.

Mine does stick some times for no apparent reason.
Try turning your camera off, removing the battery for 20sec and trying again.

The flash does not stick. It does pop up fully. It just does not flash when I hit the shutter button?
And it works beautifully in auto mode has worked bautifully for three years. Just decided to..(I know It's late) use it as a fill flash in doors to light themodel. Could I have the iso set too low?
In AV mode when I choose an perture and have flash up how does it affect flash sync speed?

Custom function for flash was somehow set to DO NOT FIRE #1 instead of Fires #2

Was struggling like an idiot to shoot indoor images of models without fill flash...geezus! lol
Clear all custom functions when nothing seems to work right

I must have one night when shooting in thecityset the flash to not fire and never set it back until now. All I did was remembered the 20D has many custom settings and checked the one for flash and just set it to on. Damn these digital cameras! Lol
