I know to a lot of people it just looks like noise but I want to simulate film grain in a photo. Are there any programs that do this and allow you to control the effect ie. grain size, density, ect.?

I googled "imitating film grain in Photoshop" and found several. Here are four alternatives.
This is easy and cheap if you have PS
Here's another
You can scan 35mm film negatives shot of a plain grey wall and digitize that as seen here
Or you can download his files for a small fee.
Grain Surgery
is a plug in that adds grain.
Real Grain from Imagenomic
gets good reviews as well. I find the software from Imagenomic to be quite good.
