W-9 Form

Just found out I needed to send it in. I dropped it the (snail) mail to SmugMug today. Do I need also to file a copy with the IRS. I am completing this form for the first time as I have never been in business before. Also, I have had a professional account for a few weeks. My account show $0. If there were any sales before I file the form what will happen.
