I read about this thing on a popular russian site in a True Stories section.
During the Soviet Union times this place was home to one of the military bases (you can still see the housings just a bit South of the point) deep in Mongolian steppes. The location in question is a side of a butte (little hill) dominating the otherwise flat area. Soviet military was (in)famous for using its human resources outside its supposed goals. This base was not an exception. Each morning a team on duty marched to the butte and ajusted the huge calendar date made out of timber... The date then was readily availbale for all the personnel. The story claims it was very helpful for all the officers and NCOs, who were often so drunk that thy couldn't remember what day it was.
Funny thing - the base was abandoned in mid-80s. One can only wonder who kept adjusting the timber at least till mid-2007...
