    This guy looks like a juvenile with some downy feathers still attached. Just as juvenile Night Herons look way different than adults, it looks like Green Heron juveniles do likewise ne_nau.gif

    As far as why they are named Green Herons. Adults have wings that reflect an irredescent greenish color. As in the pic below.
