Since you're in h.s., how about talking to your friends? Use your friends as models and build your portfolio.

yup still in High school starting Senior year In September.

I mostly do River Photography, and I did Photograph a wedding reception

Several outdoor parties for conservation people.
I've even done photography for a 40th anniversary of a summer camp, Very Expensive party. that Needed professional photos, and I do think they came out great, and ive made some decent money from those examples, but I need way to advertise thats all.

Word of mouth will be your best advertising. Get some business cards made. Have your name, phone number and website on it. Nothing fancy. Get your friends on board supporting your effort and build your book.
You can contact some of your local non profits to get some more work. Most will be shot for free, but a couple of events can really add up fast.

what are you referring to when you say other non profits for photo shoots?

United Way, American Cancer Society that sort of thing. Every city has some or all of the major non profits. They hold fund raisers all the time. Volunteer 1 night of your time to shoot one of their events.
Offer a disc of the images (keep the amount reasonable) and add the images to your book. Some of these events are very fancy and some are things like golf tournaments. They can be a ton of fun, and you can gather a ton of experience shooting portraits and candids in one evening.
