Blur the cars, Not the background?

I have a good idea for a motion shot I need for class and I got the gist how I want to do it.
I would probably use shutter speed 2'' seconds, bulb, iso 400 "It has to be 400 since the film speed is 400' and don't pan right?
And use the same settings again but this time pan with the cars to make the background blurry right?

For bluring the cars and having the background be in focus, that's easy, just set up your tripod, long shutter, and let the car drive by.
