I am so pissed that these expensive pieces of S#$t are not working!!! Last wedding I had firing full power randomly, NOW I have one that won't fire at all. I have figured out the full power mystery.
Here's the details on the non fire one:
Fresh batteries, The pilot light comes on, and everything, including the ir assist, works. It's not set on master or slave, tried on two different cameras. When you try a test fire (push and release the pilot light), the flash does not fire. WTF!!!!!!!!!!

Anyone have any advice?

So what was the problem? (It's always nice to share what works.)

The full power issue was dirty contacts, AND unfortunately the whole loose locking mechanism the exII uses. I cleaned the hot shoe and contacts of the flash with alcohol, and seems to help the problem. It did still shoot full power a couple times, but much less.
as for your other question... it is on a 5d, and also tried on a rebel. It seems more like a flash problem, and not a camera related issue, because the pilot won't fire a test flash...

Does the flash fire a test pop when the flash is off of any camera?

    No.

That does sound like a flash problem.
