can I unflatten layers in PS elements

after I flatten and save?

    If you cannot undo back to the point before you flattened, they're gone. It's impossible in the same way that un-baking a cake is impossible.

    Yes, provided you have not closed the image. Control Z undoes the flatten and save steps and restores the layers. Once you have closed the flattened image, though, the layers are permanently gone.
