How can I or are there plugins for CS3 that will make a motion blurred or slightly out of focus image sharp?

Photoshop has the Smart Sharpen filter, which is a deconvolution tool that offers reduction of idealised Gaussian blur (likely not the blur in the image); lens blur (there is no ability to fine tune the blur or PSF, point spread function; and the third option is motion blur.

You may find that simple USM does better than Smart Sharpen, however it is worth giving it a go. Noise and JPEG free images are ideal, as flaws are amplifed with the deconvolution process. The larger the image size and the smaller the final reproduction size will also help.

Most turn to third party solutions, the two common ones are FocusMagic and FocusFixer (Google them). Another option that is not so user friendly but offers greater control and complexity is from Reindeer Graphics in their Optipix software. There are also tools for astronomers which offer various deconvolution tools in their software.

If the blur is only very minor, regular or easy to identify then you may get good results - however most blur is not so easy to counter and you may not attain a satisfactory result.

I agree with Stephen in that PSCS (through current CS4) is limited but can help.

If you are on a Windows or Linux machine, RAWTherapee also has a focus deconvolution sharpener and it is freeware.

Windows only would also include "Image Analyzer", which has a fairly competent blind deconvolution capability.

Understand that correcting the subject may mess up the background so you may wind up using layers to process each element separately and then clip and separate the corrected components to the individual layers for later compositing.
